17/18 Matters arising
Street Lighting to Clyne Terrace
No progress on this item. NPT Council remains prepared to provide street lighting but the easement on private land is proving extremely difficult
ROSPA
The Council has negotiated an inspection for 2018
Growth of Japanese Knot Weed on land banking Melincourt Brook opposite Moses Row.
NPT Cllr D W Davies reported that this will be monitored in the spring 2018
Network Rail Road Safety Issues
Network Rail has been informed of the road safety issues opposite Gored Cottages and Gored Terrace (26/06/2017). The latest e-mail correspondence from Network Rail has informed NPT Cllr Des Davies that there is now a planned road closure 29th April (12 weeks’ notice) to allow the safe cutting back of trees and bushes resolve some the safety problems. NPT Cllr Davies also pointed out the he has given numerous dates when he would be available to bring the issues around the “Japanese Knotweed” to a conclusion
Trees bordering B4434 in area (Melin Court Pensioners Hall to Woodbine Cottages)
NPT Cllr D W Davies advised that arrangements are ongoing, Work has begun but the recent storm has hindered completion. Work should be completed by our next meeting.
Complaint received of dog mess on pavement bordering B4434 between Hermon Chapel and Cyd Terr.
Cllr D W Davies informed council that NPT officers have fixed adhesive dog fouling signs on posts along the designated route.
However, the requested dog waste bin is yet to be installed. The complainant has been informed

Planning application to demolish the former CLUN SCHOOL
The Council had “No Observations” to make on this application.
High Sheriff Award nominations
The Council nominated Clyne Community Group, who had made a considerable voluntary effort to improve community during 2017/18
Invitation to attend the next CBC/Community Council Liaison Forum scheduled for 4pm, Monday 5 March in Neath Civic Centre
Chair to attend
NPT Cllr Des Davies extended an Invitation to attend the meeting with Resolven Community Council to meet representative of Muirhall Energy Ltd
Melin Court Wind Farm is a five-turbine site located at Llwyncoedwr Farm. Consent was gained April 2016. Muirhall Energy acquired the Melin Court Windfarm from Infinis in July 2017.
The meeting would present an opportunity to meet the new purchaser and be brought up to date with the progress

19/18 Clerk’s Report
Refurbishment of Clyne Park – Following a request from local young people to upgrade the facilities. Clerk contacted playground equipment suppliers, Playdale and Wicksteed. Chair and Clerk met with representatives of the respective firms.
The redecoration of Clyne Community Centre had been completed. The Clerk had opened and closed the hall daily during the completion of the work and given the hall a deep clean at the finish
The Clerk had cut back the overgrowth covering the Royal Mail Post Box at Bryn Golwg Clyne.
20/18 A.O.B.
NPT Cllr Des Davies informed Council that he had been successful at getting three road side seats and two picnic tables and benches for our community. He hoped these would be in place by the Easter Break.
X55 Bus Service
The Council continues to receive complaints regarding the reduction in service.
Despite efforts by the five NPT Councillors who represent the Neath Valley route, the company will not meet to address the issues impacting on bus passengers travelling during peak times
HMRC
Online returns. The Council considered the viability of purchasing payroll software compared with approaching a local practice undertake the work.
A decision was taken to approach Fergusons & Peters Chartered Accountants
The Chair and the Clerk would meet with the staff to submit documentation to complete 17/18-year end returns
