Approval of The Minutes of the minutes of the 25/10/2017 meeting was approved. by Cllr D.W. Davies and seconded by Cllr D. Rosser.

Matters Arising from the minutes.
01/18. Street Lighting to Clyne Terrace
No progress on this item. NPT Council remains prepared to provide street lighting but the easement onto private land is proving extremely difficult.
02/18. ROSPA
The Council has negotiated an inspection for 2018
03/18. Growth of Japanese Knot Weed on land banking Melincourt Brook opposite Moses Row.
NPT Cllr D W Davies reported that this will be monitored in the Spring 2018.
04/18. Network Rail Road Safety Issues
Network Rail has been informed of the road safety issues opposite Gored Cottages and Gored Terrace (26/06/2017). To date e-mail correspondence from Network Rail has not been satisfactory as no work has been done to date. NPT Cllr Des Davies is to enquire if NPT Council as Highway Authority can take enforcement action to resolve the safety problems.
05/18. Ownership of Bryn Terrace rear lane
NPT Cllr Des Davies informed Council that 1-20 Bryn Terrace is registered under CYM158769
And the lane to the rear of 20 Bryn Terrace – past 34 is registered under WA724304

06/18 Trees bordering B4434 in area (Melin Court Pensioners Hall to Woodbine Cottages)
NPT Cllr D W Davies advised that arrangements are ongoing. Work has begun but the recent storm and the emergency work to resolve land slip issues at Cwmavon have delayed completion
07/18 Minor works at Hill Street at the junction of Hill Street with Bryn Terrace rear lane
NPT Cllr D W Davies advised Council that this work has been completed but the problem here has been unresolved for many years and issue will continue to be monitored.
08/18 Complaint received of dog mess on pavement bordering B4434 between Hermon Chapel and Cyd Terr.
Cllr D W Davies had referred issue to NPT officer for adhesive dog fouling signs to be displayed on posts along the designated route and request a dog waste bin to be installed at the junction between the B4434 and Bryn Golwg

10/18 JCR Planning – Re: Proposed Residential Development of site formerly known as Clun Primary School, Lletty Dafydd. Clyne. Neath Port Talbot. SA11 4BW
The Council made the following observations:
We note that it is proposed to develop a play area within the proposed site. The Council do not have the resources to support an additional play area. Therefore, we consider that the developer would need to give an undertaking to maintain this play facility in perpetuity.
The Drainage Strategy Site Plan should meet the NPT drainage requirement
We would expect that separate sewerage networks are in place serving this development and should be utilised when making new connections to the network.
Visibility splays designed for the vehicular access to the site is set at a 20mph speed limit. However, this advisory speed limit was set following the regulatory arrangement for the former school. As the school has now closed we consider that the speed limit should return to the statutory 30mph requirement and accommodates the needs of drivers of the traffic commuting through the community
11/18 NPT Precept Request – The Clerk presented the budget for 2018-19 to the meeting and Melincourt for their approval in support of the Precept request for the ensuing year To cover the envisaged operational costs for the ensuing year, it was agreed that the Council would need to precept for, £20,600.46. (3.5% increase in precept)
