The Minutes of the Clyne & Melin Court Community Council Held on Wednesday 29th November 2017
1) Members Present: – Cllr `s G. Francis (Chair) D. Rosser (V/Chair) and D.W. Davies.
The clerk to the Council Mr. Keith Thomas.
2) Approval of The Minutes of the minutes of the 25/10/2017 meeting were approved . Moved by Cllr D.W. Davies and seconded by Cllr D. Rosser.
Matters Arising from the minutes.
3a. Community Policing.
It was reported that PCSO Aled Musselwaite has returned to duty after a period of leave and has submitted a report for consideration at the meeting
1 summons to court (vehicle offences)
1 concern for safety
1 drugs (cannabis factory)
1 police generated occurrence (police admin)
1 public safety welfare (loose dog)
1 Road related incident (vehicle offence)
The above drugs incident was the only crime incident
3b. Street Lighting to Clyne Terrace
No progress on this item. NPT Council remains prepared to provide street lighting but the easement onto private land is proving extremely difficult.
3c. ROSPA Report 2017
The Clerk has carried out the required repairs and maintenance at both play grounds.
3d. Clyne Community Group.
The group organised a successful Halloween Party on the 31 October at the Community Hall.
3e. Growth of Japanese Knot Weed on land banking Melincourt Brook opposite Moses Row.
NPT Cllr D W Davies reported that this will be monitored in the Spring 2018.
3f. Network Rail Road Safety Issues
Network Rail has been informed of the road safety issues opposite Gored Cottages and Gored Terrace (26/06/2017). To date e-mail correspondence from Network Rail has not been satisfactory as no work has been done to date. NPT Cllr Des Davies to enquire if NPT Council as Highway Authority can take enforcement action to resolve the safety problems.
3g. Ownership of Bryn Terrace rear lane
NPT Cllr Des Davies informed Council that 1-20 Bryn Terrace is registered under CYM158769
And the lane to the rear of 20 Bryn Terrace – past 34 is registered under WA724304
3h. Blocking off Bryn Terrace rear lane.
It was agreed that following the research by NPT Cllr D W Davies detailed in 3g that this proposal by one resident is impractical
3i. Trees bordering B4434 in area (Melin Court Pensioners Hall to Woodbine Cottages)
NPT Cllr D W Davies advised that arrangements are scheduled to be cut by end of November, but no work has been undertaken to date. A progress report will be brought to the next meeting.
3j Minor works at Hill Street at the junction of Hill Street with Bryn Terrace rear lane
NPT Cllr D W Davies has received an assurance from NPT Street Care Supervisor that the work will be completed by December 2017
Receipts and Payments (After 25th October 2017 and to 29th November 2017
5a Notice from the auditor that audit has now closed the community council’s accounts 2016-2017. These accounts will be posted on the website. The notice that the accounts are available for public inspection will also be displayed locally
5b SSE Fixed Tariff 1-year contract has been arranged to obtain a cheaper fixed price energy supply.
5c Application has been received from the Clyne Community Group for the use of the Community Hall on 22nd December 2017, 6:00 – 8:00p.m.
This was agreed by council at a fee of £15 and subject meeting the Councils
Complaint received of dog mess on pavement bordering B4434 between Hermon Chapel and Cyd Terr. Cllr D W Davies to pursue with NPT officer.
6a Armistice Commemoration 12 noon Sunday 12th November 2017 at Clyne War Memorial.
Chair had contacted the Secretary Resolven Branch, The Royal British Legion to confirm the arrangements. Father Andrew with assistance from Pastor Peter Mitchell delivered the service. Representatives of The Clyne & Melin Court Community Council, The Royal British Legion, NTP Cllr D.W Davies and the Clyne Community Group laid wreaths. A group of local children organised by Clyne Community Group participated in the service
7. Public Forum.
7a. Concern was raised about to garden sheds opposite 1 Moses Row which seem to be in danger of collapsing into the Melin Court Brook and causing pollution. NPT Cllr D W Davies to investigate
